The Government of India has launched a National Apprenticeship Promotion Scheme to promote apprenticeship training after recognizing the need for it. The government will share the cost of training with the enterprises participating in apprenticeship programs under this arrangement, allowing apprenticeship training to be expanded. The government will share the cost of basic training with basic training providers. The cost of this basic training will be limited to Rs 7500 for 500 hours (3 months). The government will split 25% of the prescribed stipend with the employers, up to a maximum of 1500 per month per apprentice, under the scheme. It should be emphasized that stipend support under the NAPS will not be provided to newer apprentices throughout their basic training period. All apprentices who are not currently covered by the scheme will be covered under this scheme.

About the NAPS Apprenticeship Program

Apprenticeship is a sort of training that is given to workers to help them improve their abilities. This training will take place at the workplace, employing the facilities that are already in place. Basic training and on-the-job training are provided as part of the apprenticeship program. The Apprenticeship Act, of 1961 was enacted by the Indian government to promote apprenticeship training. This act’s implementation is the responsibility of the ministry of skill development and entrepreneurship. With the support of apprenticeship training and the training facilities available in establishments, efficient and skilled people would grow. There is no additional cost to set up training infrastructure with the help of this program. Anyone who has completed an apprenticeship can readily adapt to the industrial environment.

3000 crores Budget Set-Up for Apprenticeship Training

The government is emphasizing apprenticeship training in order to promote employment in the country. The administration is launching a variety of measures to achieve this goal. The Indian government started a national apprenticeship promotion scheme in 2016. Apprenticeship training is sponsored by the government through this system so that an individual can become trained in a certain job. The union budget for the years 2021-22 was announced by our country’s finance minister, Nirmala Sitharaman, on February 1, 2021.

  • The government has suggested amending the apprenticeship statute in the current budget. So that youth apprenticeship possibilities can be expanded. To boost apprenticeship training, the government has set aside Rs 3000 crores.
  • Aside from that, the government has formed a cooperation with the UAE in order to improve employee skills, qualifications, assessments, and certifications. Certified workers will be employed as a result of this collaboration.
  • In order to provide training to employees, the government has also launched a collaborative training inter-training program between India and Japan. This effort will be expanded to include a larger number of countries.

Categories Of Apprentices

Apprentices are divided into five groups, as follows:

National Apprenticeship Promotion Scheme Training Types

Basic training: Basic training is delivered to individuals who have never received any type of training prior to beginning on-the-job training. The government shares the cost of basic training up to Rs 7500 under the National Apprenticeship Promotion Scheme, allowing training to be promoted.

On-the-job training: often known as practical training, is a type of training that is offered in workplaces. The establishment is usually providing it. On-the-job training gives the applicant real experience so that he or she can perform their job flawlessly. The government also contributes to the cost of on-the-job training up to a specific amount in order to promote training.

Apprentice Act, 1961

Employers must provide apprenticeship training in specified and optional trades under the apprentice’s legislation. In December 2014, the Apprentices Act of 1961 was revised. This act has now become more appealing. One of the most significant changes in this act is the replacement of the antiquated system of trade and unit-based restrictions. The 2.5 percent band is extended to 10% of the total workforce under this statute. Optional trades are also made available. Stringent clauses such as imprisonment and allowing industries to outsource basic training have been deleted as a result of the modification.

Stipend Payment to Employers

Apprentices will be paid the full rate of the required stipend through their Aadhaar-linked bank account. Employers are obligated to obtain the bank account information of all apprentices and pay the required amount. Following that, institutions must file proof of payment along with attendance details, and the Government of India will return the government’s share via RDAT or SAA on a quarterly basis. Within 10 days of receiving claims, the involved RDAT/states are expected to check the information that has been uploaded by the establishment and, following verification, returns the government’s part to the establishment’s bank account.

Basic Training Cost to Basic Training Providers

After successful completion of basic training, RDAT/States will pay the basic training costs to the basic training providers through their bank accounts. A total of Rs 5000 would be granted per apprentice, with the remaining Rs 2500 going to the basic training provider following completion of basic training and apprenticeship training.

National Apprenticeship Promotion Scheme Objective

The National Apprenticeship Promotion Scheme’s main goal is to promote apprenticeship training across the country by providing employers with a variety of benefits. Apprentices are currently employed in the number of 2.3 lakh. The administration wants to expand the number of people who participate from 2.3 lakh to 50 lakh. The government will share the cost of the apprenticeship with the employer under the National Apprenticeship Promotion Scheme so that the financial burden does not lie solely on the business. The apprenticeship will be promoted as a result of this sharing. Skilled personnel will be generated in India with the help of apprenticeship programs since apprenticeship training is one of the most efficient ways to build skilled manpower by giving various types of essential training available in enterprises.
