• Sikkim Garib Awas Yojana was introduced by Sikkim Chief Minister Shri Prem Singh Tamang.
• On October 8, 2022, Manan Kendra announced this scheme.
• The initiative was arranged by the Government of Sikkim’s Rural Development Department.
• During the launch, the scheme gave housing to one beneficiary from each of the 32 constituencies.
• One of the beneficiaries, who is 32 years old, was also given a first installment check for Rs 20,000 for home improvement.

2000 Homes Completed Under the Scheme

• On May 21, 2022, around 8 home keys for freshly constructed residences in the Badang Kamarey district were given over.
• The GPU has received 16 Sikkim Garib Awas houses, 13 of which have been completed so far, and the keys to 8 of the houses have been handed over.
• The department set a goal of building 3050 dwellings by March 31, 2022, however, due to geographical barriers, the project was postponed. Now, the government is working to complete the project as soon as possible.

Sikkim Garib Awas Yojana Coverage

Building a House for Individual

• The government would build an all-weather residence for the beneficiary through the contractor chosen through a fair bidding process.
• The beneficiary must own private property in the municipal area that is free of any encumbrances.
• The beneficiary’s name should be recorded as the primary holder or secondary holder on the land title deed.
• The house should be built according to the authorized house design and the required standards.
• The beneficiary will receive the blueprint plan for the house.
• The beneficiary cannot rent or sell the house to a third party.
• Only the legal heir is allowed to inherit the house.
• Any vertical or horizontal addition to a house built as part of incremental housing should be done in accordance with the house’s structure design and with the consent of the government.

Social Housing Flats

• The government would build an all-weather residence for the beneficiary through the contractor chosen through a fair bidding process.
• In addition to having an SSC/COI/RC, the beneficiary must be a registered voter in the municipality where the Group Housing flats will be built.
• These units will be built according to the plans and specifications.
• Without the authorization of the government, a beneficiary cannot change or modify the design of the house or flat.

Standalone Flats

• The government would build an all-weather residence for the beneficiary through the contractor chosen through a fair bidding process.
• In addition to having an SSC/COI/RC, the beneficiary must be a registered voter in the municipality where the standalone units will be built.
• The flats will be built according to the authorized design and standard.
• Without prior approval, a beneficiary cannot change or modify the design of the flat.
• The recipients will be assigned flats on a long-term lease basis.
• Only the legal heir is allowed to inherit a flat. The flat cannot be rented or sold to a third party by the beneficiary.

Shelter For Houseless Household

• The government will also build housing for homeless families, which may or may not be part of the Group Housing complex.
• There will be no individual beneficiaries in this category because the shelters will house all of the beneficiaries who fall into the homeless household category.
