The Government of Odisha has launched Nirman Shramik Pucca Ghar Yojana. Through this scheme, the state government will provide housing facilities to the building and other construction workers in rural areas who are registered under Odisha building and other construction worker welfare boards. Through this scheme, pucca Ghar will be provided to the beneficiaries. The unit cost under this scheme for the new construction of a dwelling house is Rs 120000 for the non-IAP district and Rs 130000 for the IAP district. The government can revise this amount from time to time. The beneficiary of this scheme will also get a wage component of 90 person-days and 95 person-days in non-IAP and IAP districts. The government will also provide incentives under this scheme if the beneficiary completes the house early.

The main objective of Nirman Shramik Pucca Ghar Yojana is to provide pucca Ghar to the building and other construction workers in rural areas who are registered under the Odisha Building and other construction workers welfare boards. Through the Nirman Shramik pucca Ghar scheme the building and other construction workers will get their own pucca house which is a basic requirement for human survival. • Nirman Shramik Pucca Ghar Yojana is funded by Odisha building and other construction workers’ welfare board
• Every year the board decides the budgetary outlay
• The budget can change from time to time
• The housing unit will be preferably in the name of the woman head of the family
• Contractors will not involve in the construction of houses under this scheme
• The funds under the scheme will directly transfer into the beneficiary’s account
• The minimum carpet area of the house will be 25 square metre including hygienic cooking space and excluding toilet

• The unit cost of new construction of a dwelling house is Rs 120000 for non-IAP district
• Unit cost for construction of new dwelling house in IAP district is 130000
• This amount can be revised by State Government from time to time
• The beneficiaries of Nirman Shramik pucca Ghar Yojana will also get a wage component for 90 person days and 95 person days in non-IAP and IAP districts respectively under MGNREGA
• Beneficiaries can also avail of Rs 12000 for IHHL under MGNREGA/ SBM
• The construction of IHHL can be revised by the government

Setting Of Target And Selection Procedure Under Nirman Shramik Pucca Ghar Yojana

• Every year the board prepares a budget based on the availability of funds
• The district labor officer will submit the list of the beneficiaries
• In order to facilitate the field inquiry, the DLO will ensure that all the required details are provided to the BDO
• After the receipt of the list from the district level officer, the BDO will cause scrutiny if the construction worker was the earlier availing benefit of housing assistance under any government scheme
• The BDO will also do field verification
• After scrutiny, the list of eligible construction workers will place before the block-level selection committee
• A list of eligible beneficiaries will recommend to the district collector by BDO
• After the receipt of the beneficiary list, the district collector will approve the list and forward it to the department
• The Panchayati Raj and drinking water department will be responsible for communicating the district or block-wise target proportional to the eligible beneficiaries of the concerned district and block and publish the entire list of The Eligible beneficiaries on their portal
• The list will also be available on the portal of the Odisha building and other construction workers welfare board
• On the basis of the auto-generated priority list in the awaassoft the BDO will sanction houses against the targeted allotted
• While sanctioning the houses the order of beneficiaries in the priority list will maintain.

Strategy Of Implementation Under Nirman Shramik Pucca Ghar Yojana

• Under Nirman Shramik pucca Ghar Yojana the houses will be constructed by the beneficiaries themselves
• The implementation agency of the scheme will be Panchayat Samiti under the control, direction, and supervision of DRDA for Zilla Parishad
• Various options will be provided to the beneficiaries of house design and appropriate technology suitable for the region of their residence
• The house will include a dedicated space for hygienic cooking and also include toilet and bathing area
• The roof and wall should be strong and be able to withstand the climatic conditions of the place
• The dwelling house under the scheme shall be on individual plots of the beneficiary or on the plot of his or her family member
• If the house is built on the plot of the family member of the beneficiary then a no objection certificate by the landowner is required
• Allotment of the house will be made preferably in the name of the female head of the household
• If the household is not headed by a female then the allotment will be made jointly in the name of husband and wife or if the female spouse is not there then allotment will be made in the name of the male head of the family
• If the beneficiary is a person with a disability then the allotment will be made in the name of such a person
• Supply of materials like cement, Steel, bricks and prefabricated components, and block point can be arranged by the district administrator
• The beneficiary can procure material from the supplier of the district administrator or from other sources
• Block staff will be tagged for a particular number of beneficiaries in order to facilitate them in the construction of houses
• If the beneficiary is infirm or destitute or a person with a disability and request support in writing then such houses will be taken up as a part of a mason training program for construction or may be entrusted to the reputed agency

Release Of Installment Under Nirman Shramik Pucca Ghar Yojana

Important Points Regarding Release Of Installment

• Geo-tagged photographs of the beneficiary with his or her kutcha house and the proposed site of construction should be collected in order to issue a work order
• It is mandatory to upload the photos of inspection of houses on awaassoft developed by the government of India or any other such app developed by the State Government
• Photograph of the beneficiary, his or her Aadhaar, UID/EID, and mobile number is required to be kept in case of record and uploaded on the awassoft
• If the beneficiary is not having a mobile connection then his or her family or relative or friends’ mobile number will be provided
• Within a week of receipt of the report of the eye estimation, spot verification and geo-tagged photographic evidence of the stage of construction the second, third, and fourth installments will be credited into the bank account of the beneficiary by the BDO
• After the release of the fourth installment, the beneficiary is required to fix an engraved logo of Nirman Shramik pucca Ghar Yojana on the front wall of the house indicating the name of the beneficiary, year of sanction and unit cost, etc
• The funds under this scheme will credit directly into the bank account of the beneficiary through direct benefit transfer using the public financial management system

Timeline of Nirman Shramik Pucca Ghar Yojana

• The houses under Nirman Shramik pucca Ghar Yojana should be completed within 12 months from the credit of first installment into the account
• For those beneficiaries who are constructing a big house it is advised to first complete the core house with the carpet area of at least 25 square meter go for extension after that

Funding Pattern And Financial Management Under Nirman Shramik Pucca Ghar Yojana

• The board will release funds that are required for construction of houses as per the target given
• 4% of the administrative cost is meant for incentive to the beneficiaries and cost of logo
• The funds will be released to the beneficiaries through installments
• The board will release funds to the PR & DW department upto the financial limit fixed for the year
• The PR and DW department is required to open the bank account in the name of Nirman Shramik pucca Ghar Yojana in the Bhubaneswar
• The board will credit the required amount into that account
• The payments will be made to the beneficiaries through public finance Management system
• For the transaction of contingency expenditure District rural development agency and block should open a separate account in public sector bank or nationalised bank or government bank
• The interest that is accrued on the deposit of the fund will be treated as part of the Yojana and will be utilised for the scheme
• The account will be audited by the auditor general of Odisha/ CAG/ CA firm of the board
• Block will be the implementation agency
• The overall supervision of the scheme will be made by the district collector/project director/PD/DRDA

Monitoring Under Nirman Shramik Pucca Ghar Yojana

• It is the responsibility of district collector to ensure proper implementation of the scheme
• For the implementation of this scheme PD DRDA is responsible at district level and BDO is responsible at block level
• The BDOs are required to inspect at least 10% of the houses that are constructed under the scheme
• District level officers will inspect at least 1% of the houses constructed under this scheme
• Additional project director, rural housing APD (RH) will also inspect at least 10% of the houses of the district
• For the review of the Yojana awaassoft, state rural housing portal and dashboard monitoring system of Panchayat Raj department and the portal of the board will be used as key monitoring tool
• Timely updation of data in the awaassoft and state rural housing portal will be ensured by BDO
• If any beneficiary have previously availed the benefit of this scheme and his or her house has fully collapsed/washed away, fully damaged due to landslide/ elephant menace/ earthquake/ flood/ fire/ accident or cyclone will be eligible to get another house
• The administrative department for this scheme is labour and ESI department of Government of Odisha
• The funds will be released under this scheme by the board and the implementation of this scheme will be carried out to a panchayati Raj and drinking water department
